Rates for the Supply of Water Services*

1. Water consumption in the Villages of Winchester and Chesterville shall be measured by water meters
2. The following fixed fee per year shall be charged for each meter:

0.75 inches $99.72
1.0 inches $139.68
1.5 inches $179.52
2.0 inches $289.20
2.5 inches $698.16
3.0 inches $1097.16
4.0 inches $1396.32
3. In addition to the fixed fee, all accounts shall be charged $1.01 per cubic meter for water

 Rates for the Supply of Sewer Services*

a) Sewer fees shall be invoiced on the Winchester Water Bills at the rate of 149%  of the water rate Sewer fees shall be invoiced on the Chesterville Water Bills at the rate of 149% of the water rate
b) Properties that are only billed for sewer will be billed based on their private water use including the applicable fixed fee from section 2 above

Water and Sewer Department

The water and sewer department is responsible for providing potable water and sanitary sewer services to the villages of Chesterville and Winchester and billing for those services.

The manager is responsible for the water and sewer department, drafting and implementing policies and ensuring compliance with provincial regulations.

The assistant manager is responsible for meter reading, billing and collection of accounts and setting up new accounts.

Drinking Water and Sanitary Systems

The North Dundas municipal drinking water system is comprised of:

  • Six groundwater wells
  • 51 km of distribution pipeline
  • Two water towers
  • Two reservoirs

The operation of the drinking water system is contracted to the Ontario Clean Water Agency (OCWA). The system serves the villages of Chesterville and Winchester and, in 2011, it provided 831,128 cubic metres of water.

The North Dundas sanitary sewer system includes:

  • Two sewage lagoon systems
  • 27 km of sewage mains

It is also operated by Ontario Clean Water Agency and serves both villages. In 2011, the system treated 868,350 cubic metres of wastewater.
